               (CETS) of the Office of the Vice President for Research, Extension and Continuing

               Education and Training Services (RECETS) under the guidance and leadership of Dr.


               Ruperto S. Sangalang, then University President.


                       The  CvSU  International  Programs  and  Linkages  Project  (IPLP)  was


               conceptualized in 2006 to enhance and spearhead the internationalization strategy of

               the University in line with its Global 2020 goal, it was conceived to be based at the


               CvSU- International Education and Training Center as a semi-autonomous unit of the

               institution to attend to the emerging market in the international and global education.


               The  head  of  the  project,  Dr.  Ruperto  S.  Sangalang,  the  University  President  and

               subsequently  President  Emeritus  upon  assumption  of  Dr.  Divina  S.  Chavez  as

               University  President  in  2007,  reports  directly  to  the  office  of  the  President  who


               recommends  to  the  Board  of  Regents  measures  to  quickly  adapt  to  the  fast  and


               changing demands of the International Market in so far as transnational education in

               concerned.  The  IPLP  catered  to  the  needs  of  International  agencies,  institutions,

               groups and individuals seeking partnership, cooperation and management services of


               the  University  by  developing  international  programs  that  suits  the  needs  of

               international  clients,  establishing  linkages  with  foreign  institutions  serving  as  link


               between  the  concerned  unit  of  the  University  and  potential  partners  and  students,

               liaising between foreign institutions and the University. And generating resources from


               donors,  partners  and  cooperators.  The  IPLP  is  the  coordinating,  monitoring,  and

               supervising unit id the conduct of the international program of the University covering

               all  aspects  of  instructions,  research  and  extension.  The  tasks  of  the  IPLP  were


               numerous and the challenges were daunting, hence it was only in 2008 when the IPLP

               was institutionalized by virtue of BOR Resolution No. 121 s. 2008 on November 26,


               2008.
